<p>Florida Attorney General <strong>Pam Bondi</strong>, a top negotiator for the states involved in the lawsuit, said prosecutors and banks had reached a deal that &#8220;provides Floridians with much-needed relief and reforms the mortgage-servicing industry.”</p>
<p>Under the agreement:<br />
* Florida borrowers will receive an estimated $7.6 billion in benefits from loan modifications, including principal reduction and other debt relief.</p>
<p>* About $170 million will be available for cash payments to Florida borrowers who lost their home to foreclosure from Jan. 1, 2008 through Dec. 31, 2011 and suffered servicing abuse.</p>
<p>* The value of refinanced loans to Florida’s underwater borrowers would be an estimated $309 million.</p>
<p>* The state will receive a direct payment of $350 million.</p>
<p>“This  settlement  will  provide  substantial  relief to struggling Florida homeowners,  and  ensures  that our state gets its fair share of the relief being  provided  nationally,”  Bondi said in a statement this morning. “This agreement  holds  banks  accountable  and puts in place new protections for<br />
homeowners in the form of strict mortgage servicing standards.”</p>

<p>Mack, former appointed Sen. <strong>George LeMieux</strong> and businessman <strong>Mike McCalister</strong> are scheduled to participate in the Feb. 19 event in Tallahassee. The three are vying to run against Democratic Sen. <strong>Bill Nelson</strong> in November.</p>
<p>Candidates will appear together and make brief opening statements, then appear individually for 15 to 20 minutes apiece to answer questions from the audience and a moderator, said Federation 3rd VP <strong>Kim Carroll</strong>. While one candidate is answering questions, the others will be offstage and won&#8217;t hear the exchange with the audience, Caroll said. The candidates will then appear together at the end for a brief wrap-up.</p>
<p>&#8220;We don&#8217;t want to set it up so it&#8217;s a bash-my-fellow-candidate debate,&#8221; said Carroll, who said debates with all the candidates on stage together tend to devolve into &#8220;name-calling sessions&#8221; that distract from the issues. </p>

<p>The commission found probable cause that the senator violated ethics laws because he did not list his checking account on forms he initially filed. Diaz de la Portilla, R-Miami, is chairman of the Senate subcommittee that deals with ethics and election laws.</p>
<p>The commission also concluded the senator failed to timely disclose retirement accounts. But the commission said there was no reason to pursue that charge any further.</p>
<p>Diaz de la Portilla said he unintentionally left his checking account off his forms because he had listed his income elsewhere on the forms.

<p>&#8220;Big Al&#8221; said he is going to make another stab at the Congressional seat now held by U.S. Rep. <strong>Steve Southerland</strong>, a tea party Republican who ousted long-time Democratic Congressman <strong>Allen Boyd</strong> in 2010.</p>
<p>After being termed out of the Senate in 2010, Lawson lost in a brutal primary by about 2,000 votes to Boyd, who held the seat for 16 years before losing to Southerland.</p>
<p>But the maps drawn by the Republican-dominated legislature, slated to be voted out of the Senate this week and sent on their way to Attorney General Pam Bondi and ultimately the Florida Supreme Court for review, may give Lawson (and other Democrats) a leg up against the incumbent from Panama City.</p>
<p>Five GOP-leaning counties that helped Southerland get to Washington &#8211; Okaloosa, Walton, Dixie, Lafayette and Suwannee &#8211; will no longer be in the District 2 North Florida seat if the maps withstand court scrutiny and expected legal challenges.</p>
<p>Lawson said one of the reasons he&#8217;s running again is because he didn&#8217;t like what Southerland said after Arizona Rep. Gabrielle Giffords was shot last summer. Southerland suggested his $174,000-a-year Congressional salary wasn&#8217;t worth the safety risks and the time away from his family and funeral home business.</p>
<p>&#8220;Throughout my political career, I’ve always fought hard for workers, for economic development and jobs for this district. And this Southerland complained about his $174,000 salary that was taking away from his business,&#8221; Lawson, who served in the Florida House and Senate for nearly three decades, said in a telephone interview. Lawson said he intends to formally file to run for the seat next week.</p>
<p>&#8220;He seems to be more concerned about the tea party than concerned about his distict where you have high unemployment, and people need somebody to fight for them in Congress. I have a 28-year history of doing that and it’s something the people need,&#8221; Lawson said. &#8220;I just need to retire him. And let him go back to the funeral home business.&#8221;</p>
<p>Lawson could face another veteran state lawmaker in what may be a crowded primary. <strong>Nancy Argenziano</strong>, a former Republican who switched to become an independent, wants to run as a Democrat for the seat. But she can’t because of a provision included in an election law (controversial for other reasons) approved by lawmakers last year and signed into law by Gov. Rick Scott in June. That provision bars candidates from switching parties one year before the qualifying period for the general election begins, meaning the candidate must be registered in the party for nearly 18 months before the 2012 November election. Argenziano, who served in both the state House and Senate and also as the chairwoman of the Florida Public Service Commission, is <a href="http://www.postonpolitics.com/2011/12/argenziano-sues-state-over-election-law/" target="_blank">challenging that part of the election law in court</a>.</p>

		<description><![CDATA[<p>The Florida Senate hasn&#8217;t included any money for Everglades restoration in its spending plan, but the money may soon flow to the &#8220;River of Grass.&#8221;</p>
<p>Sen. Oscar Braynon, a Miami Democrat, questioned Senate General Government Appropriations Committee Chairman Alan Hays about the absence of the money during a meeting late Wednesday afternoon.</p>
<p>&#8220;It&#8217;s definitely in play,&#8221; Hays, R-Umatilla, assured him. &#8220;It&#8217;s an open issue.&#8221;</p>
<p>Gov. Rick Scott included $40 million for Everglades restoration in his budget proposal, and the House wants to spend $30 million on clean-up and another $5 million for northern Everglades projects.</p>

			<content:encoded><![CDATA[<p>The Florida Senate hasn&#8217;t included any money for Everglades restoration in its spending plan, but the money may soon flow to the &#8220;River of Grass.&#8221;</p>
<p>Sen. Oscar Braynon, a Miami Democrat, questioned Senate General Government Appropriations Committee Chairman Alan Hays about the absence of the money during a meeting late Wednesday afternoon.</p>
<p>&#8220;It&#8217;s definitely in play,&#8221; Hays, R-Umatilla, assured him. &#8220;It&#8217;s an open issue.&#8221;</p>
<p>Gov. Rick Scott included $40 million for Everglades restoration in his budget proposal, and the House wants to spend $30 million on clean-up and another $5 million for northern Everglades projects.</p>

<p>The community&#8217;s address and proximity to Martin County has created confusion even among police and elections officials, proponents of the new lines say, including Alan Marcus, who&#8217;s spearheaded the move and said &#8220;There&#8217;s nothing St. Lucie County about this area.&#8221;</p>
<p>Residents also want the switch because St. Lucie County, which opposes the switch, school officials have indicated they are backing away from an agreement allowing the neighborhood children to attend school in Martin County.</p>
<p>Critics of the plan acknowledge the school issue needs to be resolved but say that some homeowners want to increase their property values by switching to Martin County and that Martin officials haven&#8217;t given enough assurances about what will happen if the change occurs. </p>
<p>A House version of the proposal, sponsored by Stuart Republican Gayle Harrell, has two more committee stops before it gets to the floor for a full vote.</p>

<p>Klein, however, said he&#8217;s not a lobbyist and the registration listing him as one was a &#8220;mistake&#8221; by someone at Holland &#038; Knight, the law and lobbying firm that hired attorney Klein last year.</p>
<p>&#8220;I brought the client in in my business-development work, but we have other people that do lobbying on Capitol Hill,&#8221; Klein said in an interview.</p>
<p>A <a href="http://soprweb.senate.gov/index.cfm?event=getFilingDetails&#038;filingID=5742b832-c9f2-4e11-b649-c32523caeb9c">form filed with Congress last month</a> by Holland &#038; Knight lists three lobbyists for Miramar-based Spirit: Klein, former Tampa Democratic Rep. <strong>Jim Davis</strong> and <strong>Lisa Barkovic</strong>, who was an aide to former Republican Rep. <strong>Mark Foley</strong>.</p>
<p>Klein said he&#8217;s not doing any lobbying, but is active in bringing clients to the firm and recently took a trip to Israel to recruit high-tech businesses. 		<description><![CDATA[<p>It&#8217;s highly unlikely that Senate President Mike Haridopolos will get the up-or-down floor vote he wanted on a sweeping gambling bill that included three high-end casinos since the House effectively killed the bill last week.</p>
<p>Without naming names, Haridopolos accused GOP leaders across the rotunda of playing games with the way they handled the &#8220;destination resorts&#8221; bill that sponsor Erik Fresen, R-Miami, asked to be put aside Friday because he knew it would not get voted out of its first committee.</p>
<p>&#8220;Given all the signals they were sending, what committees they sent it to, it was pretty obvious that they led some folks on and they weren’t really going to vote on it,&#8221; Haridopolos, R-Merritt Island, told reporters this afternoon. &#8220;We saw that coming about a week ago.&#8221;</p>
<p>When asked if he was disappointed that the bill appears to be done for before the mid-point in the 60-day legislative session, Haridopolos reiterated that he wanted it to get a floor vote.</p>
<p>&#8220;Clearly with the decision made in the House, we’re not going to have that opportunity. But that’s why we have two chambers. I’m not offended by it. I think we all saw it coming. They chose to act quickly and just kill it from discussion. That’s their prerogative,&#8221; he said.</p>
<p>But Haridopolos stopped short of sticking a fork in the destination resorts bill, saying the Senate&#8217;s version would continue to move through committees even though it appears to be going nowhere in the House. </p>
<p>&#8220;It’s a 60-day session. We’ll have to see what happens,&#8221; he said.</p>
<p>And a legal opinion from the Seminole Tribe&#8217;s attorneys puts in doubt the future of another gambling issue dividing the two chambers &#8211; Internet cafés.</p>
<p>The House is moving forward with a proposal to ban the &#8220;casinos on the corner&#8221; now operating under Florida sweepstakes laws. But the Senate appears to favor a measure that regulate the cafés.</p>
<p>That would violate an agreement the state struck with the Seminoles, the tribe&#8217;s attorneys wrote in an opinion, and could put at risk the $233 million a year the Indians give the state for &#8220;exclusivity&#8221; in certain types of gambling.</p>
<p>Haridopolos called that a &#8220;new wrinkle&#8221; in the Internet café debate and said the Senate&#8217;s lawyers were looking into the issue.</p>

<p>Dinerstein was asked about <strong>Rick Santorum</strong>&#8216;s victories Tuesday in nonbinding contests in Minnesota, Missouri and Colorado and whether they indicate that Romney has a problem with the party&#8217;s conservative base.</p>
<p>&#8220;There&#8217;s less there than meets the eye. As long as there are primaries, there will be conservatives who will vote for some conservative who isn&#8217;t Mitt Romney. When the primaries end or when everyone gives up, the conservatives will support Mitt Romney,&#8221; Dinerstein said.</p>
<p>&#8220;At the end of the day, you can&#8217;t catch Mitt&#8230;This was decided with the Florida primary,&#8221; Dinerstein said.</p>

<p>Dinerstein was asked about <strong>Rick Santorum</strong>&#8216;s victories Tuesday in nonbinding contests in Minnesota, Missouri and Colorado and whether they indicate that Romney has a problem with the party&#8217;s conservative base.</p>
<p>&#8220;There&#8217;s less there than meets the eye. As long as there are primaries, there will be conservatives who will vote for some conservative who isn&#8217;t Mitt Romney. When the primaries end or when everyone gives up, the conservatives will support Mitt Romney,&#8221; Dinerstein said.</p>
<p>&#8220;At the end of the day, you can&#8217;t catch Mitt&#8230;This was decided with the Florida primary,&#8221; Dinerstein said.</p>

<p>“I am running because I believe we need an unwavering Democrat in the state Senate and, simply put, Maria Sachs is not a real Democrat,&#8221; a Rader press release says. He notes that Sachs contributed to <strong>George W. Bush</strong> (she made $500 contributions in 1999 and 2000) and says Sachs &#8220;steadfastly praised Governor <strong>Jeb Bush</strong>.&#8221; Rader also notes that Sachs voted in December for a Republican redistricting plan. Sachs said that was a &#8220;procedural vote&#8221; to move the process along; her explanation was accepted by Palm Beach County Democratic Chairman <strong> Mark Alan Siegel.</strong></p>
<p>Sachs wasn&#8217;t immediately reachable for comment this afternoon.</p>

If we don’t, we’ll be here for a while,&#8221; Haridopolos, R-Merritt Island, said. &#8220;We’re not too far apart. This is about putting egos aside and doing what’s right and not playing games.&#8221;</p>
<p>Because session started two months early this year due to redistricting, Haridopolos originally floated the idea of holding off on the budget until state economists had more certainty about the state&#8217;s financial health.</p>
<p>But Haridopolos said today he&#8217;s feeling a little more confident in part because the state&#8217;s unemployment rate has continued to drop and is now at its lowest in three years.</p>
<p>&#8220;I think we all have to feel a little bit better about it with the unemployment rate where it is,&#8221; Haridopolos said, adding that the Senate budget provides &#8220;flexibility&#8221; by setting aside $1 billion in reserves along with money from the tobacco settlement and state universities&#8217; reserves. </p>
<p>But Haridopolos remained cautious.</p>
<p>&#8220;Anyone who says that they’re confident about the economy I think is living in a dream world. But we’re all encouraged that the stock market’s up. We’re all encouraged that the unemployment rate has dipped a bit. But we still have a heck of a long way to go,&#8221; he said.</p>

And it allows Murphy, a political unknown before launching his congressional bid, to continue raising money using West as a foil.</p>
<p>Murphy&#8217;s decision to sidestep a primary drew plaudits from big-name Dems: U.S. Rep. and DNC Chairwoman <strong>Debbie Wasserman Schultz</strong> of Weston, Democratic Congressional Campaign Committee Chairman <strong>Steve Israel</strong> of New York and Florida Democratic Party Chairman <strong>Rod Smith</strong>.</p>

Secondly, Allen West and the Tea Party represent an enormous threat to the middle class, seniors, the environment, and America&#8217;s economic recovery. There is simply no one more divisive in Congress and it’s imperative we make sure he is not re-elected.</p>
<p>&#8220;Allen West abandoned his constituents to find supposedly safer political ground. Today, our campaign is putting Mr. West on notice:  There is no safe district he can run to.&#8221;</p>

		<description><![CDATA[<p>Gov. <strong>Rick Scott</strong> said Tuesday he has little interest in a fellow Republican&#8217;s plan that guts the state&#8217;s Department of Health, while also closing Lantana&#8217;s A.G. Holley Hospital.</p>
<p>Even before he was sworn-in, Scott&#8217;s transition advisers gave him a blistering review of the DOH, dismissing it as a wasteful bureaucratic agency ripe for change. Legislation by Rep. <strong>Matt Hudson</strong>, R-Naples, would decentralize most of the department&#8217;s services, and give county commissions authority to run county health departments.</p>
<p>So far, though, the proposal looks like a no-sale with Scott.</p>
<p>&#8220;I&#8217;m trying to figure out what it does,&#8221; Scott said.  &#8220;Does it improve quality? Does it reduce costs? Does it improve service? If if it doesn&#8217;t do something that makes the lives of Florida&#8217;s citizens better, why would we think about doing that?</p>
<p>&#8220;I haven&#8217;t seen anything &#8212; the way it&#8217;s been explained to me &#8212; in the bill that does any of those things,&#8221; Scott concluded.</p>
<p>Several public health advocates blasted Hudson&#8217;s proposal Monday when it cleared a House subcommittee.</p>
<p>The measure would largely get the state out of the business of running county health departments, turning them over to county commissions to operate. State and federal dollars would be steered in block grants to county governments, based on population, which would gain more control over how the dollars are spent.</p>

			<content:encoded><![CDATA[<p>Gov. <strong>Rick Scott</strong> said Tuesday he has little interest in a fellow Republican&#8217;s plan that guts the state&#8217;s Department of Health, while also closing Lantana&#8217;s A.G. Holley Hospital.</p>
<p>Even before he was sworn-in, Scott&#8217;s transition advisers gave him a blistering review of the DOH, dismissing it as a wasteful bureaucratic agency ripe for change. Legislation by Rep. <strong>Matt Hudson</strong>, R-Naples, would decentralize most of the department&#8217;s services, and give county commissions authority to run county health departments.</p>
<p>So far, though, the proposal looks like a no-sale with Scott.</p>
<p>&#8220;I&#8217;m trying to figure out what it does,&#8221; Scott said.  &#8220;Does it improve quality? Does it reduce costs? Does it improve service? If if it doesn&#8217;t do something that makes the lives of Florida&#8217;s citizens better, why would we think about doing that?</p>
<p>&#8220;I haven&#8217;t seen anything &#8212; the way it&#8217;s been explained to me &#8212; in the bill that does any of those things,&#8221; Scott concluded.</p>
<p>Several public health advocates blasted Hudson&#8217;s proposal Monday when it cleared a House subcommittee.</p>
<p>The measure would largely get the state out of the business of running county health departments, turning them over to county commissions to operate. State and federal dollars would be steered in block grants to county governments, based on population, which would gain more control over how the dollars are spent.</p>

<p>Senate Pre-K-12 education budget chief <strong>David Simmons</strong>, R-Altamonte Springs, said he was looking restore school funding this election year after many districts absorbed thousands of layoffs and program cuts when per-pupil dollars were dragged to their lowest level in six years last fall, by budget-slashing lawmakers.</p>
<p>&#8220;It&#8217;s not 2005-6, but it sure is good,&#8221; Simmons said Tuesday.</p>
<p>The Senate has been slow to release details of its budget proposal and Tuesday mostly just dribbled out its education package. The House, by contrast, is poised to approve its full $69.2 billion spending plan later this week.</p>
<p>But for starters, the Senate has trumped the House in school funding. The House is recommending a $1 billion boost, which amounts to a 2 percent increase per-student. The Senate plan tops 3 percent and would bring per-student dollars up an average $192.70 &#8212; about $51 more than what the House is offering.</p>
<p>For Florida&#8217;s 28 colleges, the Senate proposed a 3 percent tuition boost. But for universities, the Senate appears to be more closely alligned with Gov. <strong>Rick Scott</strong> &#8212; who has dismissed a call from university presidents for higher tuition.</p>
<p>The Senate&#8217;s proposal calls for no base tuition boost. The House would give Florida&#8217;s 11 public universities authority for an 8 percent base increase that can be raised to 15 percent for universities, with approval from the State University System&#8217;s Board of Governors.</p>
<p>Even with the the Senate snub, universities could still seek  as much as a 15 percent hike from the board. But if Scott digs in, it&#8217;s likely the governor-appointed board may be reluctant to OK higher tuition.</p>
<p>The Senate proposal cuts university dollars by 4 percent &#8212; about double the cut leveled by the House. Both sides, though, look on track to continue a trend in which state dollars for Florida universities have dropped 24 percent since 2008.  Florida&#8217;s average tuition level ranks 45th in the nation &#8212; and administrators have been clamoring for more authority to shift costs onto students.</p>

<p>West <a href="http://www.palmbeachpost.com/news/state/west-to-shift-candidacy-to-rooneys-territory-rooney-2139292.html">last week announced </a>that he would leave his battleground congressional district, straddling Palm Beach and Broward counties, to run this year in a proposed new district, which includes Martin and St. Lucie counties, and part of Palm Beach.</p>
<p>West&#8217;s decision emerged as part of a <a href="http://www.palmbeachpost.com/news/state/are-republicans-the-winners-in-district-reshuffle-involving-2149402.html?printArticle=y">GOP three-step dance </a>&#8211; touched off by U.S. Rep. <strong>Tom Rooney</strong>, R-Tequesta, who said he&#8217;d run in a newly drawn, mostly rural and interior Florida district.</p>
<p>Former House majority leader <strong>Adam Hasner</strong> of Boca Raton completed the moves by announcing he was abandoning his U.S. Senate run to run in the district that West was exiting.</p>
<p>House and Senate redistricting leaders say they have kept their distance from members of Congress, mostly in an effort to comply with constitutional amendments approved by voters in 2010, which ban new electoral boundaries from favoring incumbents or parties.</p>
<p>Scott, though, said at least some in Florida&#8217;s delegation have reached out directly to the executive office. While Scott isn&#8217; authorized to act on legislative maps, he can veto the congressional plan.</p>
<p>&#8220;I&#8217;ll review it when I get it,&#8221; Scott said of the congressional proposal. &#8220;I&#8217;ve had a few phone calls from some people that have had questions about it. My response is, &#8216;send me what your proposal is, and I&#8217;ll review it at the time.&#8217;</p>
<p>Senate Reapportionment Chairman <strong>Don Gaetz</strong>, R-Niceville, said Scott&#8217;s contacts with unnamed members of Congress doesn&#8217;t strike him as out of line &#8212; or unconstitutional.</p>

<p>Spanning seven hours of debate over two days, Democrats basically charged the proposed maps again pack minority voters into select districts, &#8220;bleaching&#8221; surrounding seats to make them more likely to elect Republican lawmakers. Democrats say maps were flawed early, when Republicans sought to maintain current minority access districts.</p>
<p>House Redistricting Committee Chairman <strong>Will Weatherford</strong>, R-Wesley Chapel, denied the allegation.</p>
<p>&#8220;The last thing we would ever want to do is pack, and there is none of that in any way, shape or form,&#8221; Weatherford said.</p>
<p>Weatherford also blistered Democrats for listening more to legal advice than judging the merits of the maps.</p>
<p>&#8220;If a decision is based on politics, and if you&#8217;re pushing the red button because an attorney told you to, I can&#8217;t respect that,&#8221; Weatherford said.</p>

		<description><![CDATA[<p>First Lady Michelle Obama will return to Florida next week, as she tours Homestead and the Orlando area to celebrate the anniversary of her campaign to fight childhood obesity, Let&#8217;s Move.</p>
<p>Obama will participate in a town hall meeting Friday afternoon in Homestead, where she will answer questions from local parents about better eating habits. The town-hall meeting is sponsored by WebMD. </p>
<p>Later that day, Obama will travel to Central Florida, where she plans to have dinner with a family who has made changes to become healthier.</p>
<p>The First Lady is scheduled to visit the Walt Disney World Resort&#8217;s ESPN Wide World of Sports on Saturday to promote exercise for children. Her tour also includes stops in Iowa, Arkansas and Texas.</p>
<p>Last month, Obama visited Palm Beach County as she wrapped up a day-long tour of the state asking voters to support her husband in his re-election campaign.</p>
<p>President Obama was also at Walt Disney World&#8217;s Magic Kingdom in January, where he announced that his administration is working to increase international tourism, including processing more visas from China and Brazil.</p>

<p>&#8220;This would have actually resulted in a contraction of gaming,&#8221; Hoppe said. &#8220;And the Legislature will need to take up this issue again in the future.&#8221;</p>

		<description><![CDATA[<p>The House released its version of a gambling proposal, slated for its first committee vote tomorrow, that opens the door casinos in what could be a permanent game-changer for Sunshine State tourism.</p>
<p>While both the House and Senate plans would allow up to three high-end “destination resorts” to open, the House proposal would limit them to Broward and Miami-Dade counties, where slot machines outside of Indian casinos are already up-and-running thanks to voter approval.</p>
<p>The two plans (HB 487, SB 710) include differences about who could give the casino licenses, who would oversee a new gambling agency and the future of Internet cafés.</p>
<p>- Internet cafés: HB 487 would ban them altogether. SB 710 would regulate them, charge operators $100 per terminal and allow local government to prohibit them.<br />
- Games: SB 710 would allow pari-mutuels in the counties where destination resorts open to offer the same games that the casinos have, meaning dog and horse tracks and jai-alai frontons near the casinos could have blackjack, roulette or craps.<br />
- Voter approval: Both bills would require voters to approve the destination resorts by referendum. But the House version would only allow the casinos to be licensed in Broward or Miami-Dade counties.<br />
- Oversight: HB 487 would give the governor and the Florida Cabinet oversight of a new agency &#8211; the Department of Gaming Control. The governor and Cabinet would also choose which casino operators would get resort licenses. SB 710 would create a statewide gambling commission that would oversee the Department of Gaming. The commission would pick the casino vendors.<br />
- Taxes: Both set a 10 percent tax rate for game revenues at the destination resorts and would lower the tax rate on slot machines at pari-mutuels (now 35 percent) in counties where a destination resort opens to 10 percent. </p>
<p>After two workshops, the House Business and Consumer Affairs Committee will vote on the bill tomorrow morning. The Senate Regulated Industries Committee approved Sen. 			<content:encoded><![CDATA[<p>The House released its version of a gambling proposal, slated for its first committee vote tomorrow, that opens the door casinos in what could be a permanent game-changer for Sunshine State tourism.</p>
<p>While both the House and Senate plans would allow up to three high-end “destination resorts” to open, the House proposal would limit them to Broward and Miami-Dade counties, where slot machines outside of Indian casinos are already up-and-running thanks to voter approval.</p>
<p>The two plans (HB 487, SB 710) include differences about who could give the casino licenses, who would oversee a new gambling agency and the future of Internet cafés.</p>
<p>- Internet cafés: HB 487 would ban them altogether. SB 710 would regulate them, charge operators $100 per terminal and allow local government to prohibit them.<br />
- Games: SB 710 would allow pari-mutuels in the counties where destination resorts open to offer the same games that the casinos have, meaning dog and horse tracks and jai-alai frontons near the casinos could have blackjack, roulette or craps.<br />
- Voter approval: Both bills would require voters to approve the destination resorts by referendum. But the House version would only allow the casinos to be licensed in Broward or Miami-Dade counties.<br />
- Oversight: HB 487 would give the governor and the Florida Cabinet oversight of a new agency &#8211; the Department of Gaming Control. The governor and Cabinet would also choose which casino operators would get resort licenses. SB 710 would create a statewide gambling commission that would oversee the Department of Gaming. The commission would pick the casino vendors.<br />
- Taxes: Both set a 10 percent tax rate for game revenues at the destination resorts and would lower the tax rate on slot machines at pari-mutuels (now 35 percent) in counties where a destination resort opens to 10 percent. </p>
<p>After two workshops, the House Business and Consumer Affairs Committee will vote on the bill tomorrow morning. The Senate Regulated Industries Committee approved Sen. Ellyn Bogdanoff&#8217;s version weeks ago but faces an uphill battle at its next stop in opponent John Thrasher&#8217;s Rules Committee.  </p>

		<description><![CDATA[<p>Senate Democratic Leader <strong>Nan Rich</strong> got the last word in a partisan flame war with Senate Majority Leader <strong>Andy Gardiner</strong> over firing prison workers vs. closing a corporate tax loophole.</p>
<p>Rich launched the skirmish when she fired off a statement accusing Senate President Mike Haridopolos of ignoring her proposal that would net $500 million a year by putting an end to the “water’s edge” tax break multi-state corporations receive but companies based only in Florida do not.</p>
<p>“If the Senate President is serious about reportedly fighting ‘like hell to try to find some savings,’ he needs to redirect the Senate’s aim to where the confirmed savings can be found,” Rich, D-Weston, said.</p>
<p>Senate budget chief JD Alexander, R-Lake Wales, estimates the state could save at least $16.5 million a year with a prison privatization measure that would outsource Department of Corrections operations in an 18-county region in southern Florida. The embattled proposal is now on hold in the Senate and prompted Haridopolos to <a href="http://www.palmbeachpost.com/news/state/florida-senate-president-ousts-committee-chair-for-opposing-2141751.html" target="_blank">eject Sen. Mike Fasano</a>, R-New Port Richey, as chairman of the Senate Criminal and Civil Justice Appropriations Committee for his public vilification of the plan.</p>
<p>Gardiner accused Rich of employing a “knee-jerk, Democratic reaction” of raising taxes on already struggling Florida families and businesses. The Orlando Republican said the savings from the outsourcing would be better spent on education or health care in a time when lawmakers are fighting to close a $1.4 billion budget hole. </p>
<p>“It is irresponsible to trivialize a significant, multimillion-dollar savings,” Gardiner shot back in a statement. “It is my hope that we will soon see more solution-oriented language from the senator and less hot air.”</p>
<p>Rich didn&#8217;t leave it at that. She blamed her GOP counterpart of more “of the strong-armed tactics the Republican leadership is currently deploying to ram through” the privatization proposal.</p>
<p>“When a member of the Republican leadership deliberately distorts my words advocating for corporations to finally pull their own weight as a “knee jerk reaction” of “raising taxes” on Floridians, his so-called ‘response’ is not only wrong, but patently false. He’s correct, we ‘don’t need bills that raise taxes,’” Rich responded. </p>
<p>Rich’s proposal (SB 1590), which has not yet been heard in committee, levels the playing field for in and out-of-state businesses, she argued.</p>
<p>“Given the events Floridians have watched unfold this week – the inability to muster the votes to layoff thousands of corrections officers from their jobs, the punishment of a Republican Senator rightly critical of the prison privatization scheme, and now the accusation that Democrats want to raise taxes because the GOP so fears my legislation that could spare Floridians from the additional  loss of critical services already cut to the bone – Senator Gardiner would do well to admit the real agenda behind their ‘teachers versus corrections officers’ privatization drive,” Rich said.</p>

<p>A day after freshman U.S. Rep. <strong>Allen West</strong>, R-Plantation, announced he&#8217;s leaving the district to run in a more Republican-friendly district to the north, former state House Majority Leader <strong>Adam Hasner</strong> of Boca Raton confirmed this afternoon that he&#8217;s abandoning his Republican U.S. Senate bid to pursue the District 22 seat.</p>
<p>Hasner begins the congressional campaign with about $670,000 in cash from his Senate run. He also picked up an endorsement from West, who said, &#8220;I wish him the best, believe in him wholeheartedly and look forward to working alongside of him on Capitol Hill.&#8221;</p>
<p>District 22 is divided nearly evenly between Republicans and Democrats now, but state legislators are expected to approve a map that gives District 22 a pronounced Democratic tilt.</p>

<p>With incumbent West gone and the district&#8217;s new partisan makeup, two Democratic Broward County commissioners &#8212; <strong>Kristin Jacobs</strong> of Pompano Beach and <strong>John Rodstrom</strong> of Fort Lauderdale &#8212; said today they are considering entering the District 22 race.</p>
<p>Two well-financed Democrats are already in the race &#8212; former West Palm Beach Mayor <strong>Lois Frankel</strong> and Fort Lauderdale accountant <strong>Patrick Murphy</strong>. Each has raised about $1.4 million.</p>
<p>But sources close to Murphy say he is giving serious thought to leaving the District 22 race and running against West in the proposed new District 18, which includes parts of northern Palm Beach County and the Treasure Coast. Such a move could allow Murphy to sidestep a costly Democratic primary. And keeping the outspoken conservative West as an opponent would allow Murphy to continue to appeal to national Democratic donors for contributions.</p>
<p>U.S. Rep. <strong>Tom Rooney</strong>, R-Tequesta, lives in the proposed District 18. But he announced Tuesday that he will seek reelection in an adjacent rural District 17, which includes parts of eight counties. Within an hour of Rooney announcing his plans on Tuesday, West announced his jump into the District 18 race.</p>
<p>West, one of the top money-raisers in the U.S., began 2012 with more than $2.7 million in his campaign account.</p>

<p>Haridopolos kicked Fasano off the committee after putting on hold for the second day <a href="http://www.palmbeachpost.com/news/state/short-on-support-senate-leader-holds-off-on-2139184.html" target="_blank">a troubled prison privatization measure </a>splitting the GOP caucus despite the support of the senate president and Gov. Rick Scott. Scott today called several Republican senators opposed to the measure (SB 2038) into his office to try to convince them to get behind the measure that would outsource all Department of Corrections operations in the 18-county region in the southern portion of the state.</p>
<p>&#8220;I just felt I had lost confidence in him to fill that mission&#8221; as chairman of the committee in charge of spending on prisons and other criminal justice operations, Haridopolos, R-Merritt Island, told reporters late this afternoon.</p>
<p>Fasano said he met with Haridopolos briefly after the Senate session broke this afternoon and was told he would no longer be chairman. The meeting lasted two minutes at the most, Fasano said.</p>
<p>&#8220;Unfortunately, this is about the special interests of Tallahassee. This is a perfect example of when they don&#8217;t get their way, and leadership doesn&#8217;t get their way, they start firing people, or they start removing legislators from their chairmanships,&#8221; Fasano, R-New Port Richey, said. </p>
<p>Taking over for Fasano will be Sen. Ellyn Bogdanoff, R-Fort Lauderdale, and Sen. Jim Norman will assume her role as chairman of the Senate Finance and Tax Committee.</p>

<p>West&#8217;s move lets him run in a more Republican district since state lawmakers are about to make his old district more Democratic. For Murphy, the move would avoid a primary against Lois Frankel.</p>
<p>Frankel could get some Democratic company in her race. There&#8217;s speculation that Democratic Broward Commissioners John Rodstrom and Kristin Jacobs could jump into the District 22 race.</p>
<p>Republican Adam Hasner is also expected to drop his Senate bid for a District 22 run.</p>

		<description><![CDATA[<p>After a heartfelt debate from both sides, the Florida Senate approved a measure authorizing student-led prayers at schools as long as adults are not involved.</p>
<p>The &#8220;inspirational messages&#8221; proposal (SB 98), proposed by Orlando Democratic Sen. Gary Siplin and approved by a 31-8 vote, would allow school boards to adopt policies granting students the right to have prayers at any school assembly but school administrators, teachers, coaches or other personnel from scrutinizing or participating in the prayers.</p>
<p>A handful of Democrats argued against the bill, saying students already have the opportunity to pray privately objecting that the measure could create divisiveness.</p>
<p>&#8220;We don’t have an issue in the state of Florida with the lack of ability of public school students to pray openly.<br />
What we want to do is keep our public school kids with the one inspirational message they all need: study, study, study.<br />
When they come to the school they can park their religious beliefs at home,&#8221; said Sen. Maria Sachs, D-Delray Beach, who is Catholic.</p>
<p>But Sen. Joe Negron argued that schools have gone too far in limiting students&#8217; speech.</p>
<p>&#8220;We’ve gone from one extreme now to the other extreme. We’ve gone from neutrality toward religion to hostility to religion,&#8221; Negron, R-Stuart, said.</p>
<p>Some senators of both parties who previoulsy voted against school prayer bills spoke in favor of the measure, including a warning from that the bill may backfire.</p>
<p>Inspirational messages are OK, Sen. Nancy Detert said.</p>
<p>&#8220;And when it becomes not OK, when you get little smart-alecky kids who are going to proselytize the Koran&#8230;That’s when your school board should shut it down,&#8221; Detert, R-Venice, said.</p>

<p>The move was similar to the decision last December to close the state&#8217;s oldest lockup, Glades Correctional Institution, which similarly caused further economic upheaval in western Palm Beach County.</p>
<p>&#8220;This may be a 100-year event for this county,&#8221; said Rep. <strong>Leonard Bembry</strong>, D-Greenville, whose district includes the prison, told the House committee.</p>
<p>The Republican-led panel, however, sided with the decision by Scott and the state&#8217;s Department of Corrections, to close JCI, one of 11 lockups and work camps the administration plans to close because of a declining inmate population. Bembry sought to direct $10 million from the state&#8217;s prison privatization funding to avoid closing the facility, which is the county&#8217;s largest employer.</p>
<p>Close to 200 jobs will be lost &#8212; or about 6 percent of the county&#8217;s workforce. Jefferson County, which adjoins the state capital&#8217;s Leon County, has a population of 14,000. Dozens of residents packed the budget committee&#8217;s hearing room Wednesday.</p>
<p>&#8220;I&#8217;ve already cut the private prisons 9 percent in our budget,&#8221; said Rep.<strong> Rich Glorioso</strong>, R-Plant City, chairman of the criminal justice section of the House budget panel. &#8220;If I cut them again, it would throw my budget out of whack.&#8221;</p>
<p><strong>Julie Conley</strong>, Jefferson County&#8217;s economic development chief, and a former mayor, pleaded with the committee to find other areas to cut &#8212; saying there are few job prospects in her community. Conley said she understood the need to save money.</p>

		<description><![CDATA[<p>Gov. <strong>Rick Scott</strong> and the <strong>Florida Cabinet</strong> are putting pressure on lawmakers to approve an all-out ban on Internet cafés now on its way to the House floor but facing a<a href="http://www.postonpolitics.com/2012/01/internet-cafe-stand-off-senate-committee-passes-regulation-house-and-scott-want-shut-down/" target="_blank"> doubtful future in the Senate</a>.</p>
<p>The House Economic Affairs Committee approved the bill (HB 3) this morning, drawing the praise of the Republican governor and Cabinet who want the so-called &#8220;casinos on the corner&#8221; shuttered.</p>
<p>Critics of the cafés, an estimated $1 billion industry which operates under state &#8220;sweepstakes&#8221; laws and are largely unregulated, say they prey on the state&#8217;s poor and vulnerable. But the café operators say they provide good jobs for their employees and a place to socialize for seniors and others.</p>
<p>Scott believes the store-front casinos found in strip malls throughout the state are already illegal but wants lawmakers to officially ban them.</p>
<p>“These store front casinos are impacting Florida’s neighborhoods and families,” said Governor Scott.  “They are and should be illegal. Representative Plakon’s bill closes this loophole and I commend his dedication to shutting down these establishments,” Scott said in a statement released by Rep. <strong>Scott Plakon</strong>, the Longwood Republican who&#8217;s sponsored the bill.</p>
<p>Attorney General <strong>Pam Bondi</strong>, Chief Financial Officer J<strong>eff Atwater</strong> and Agriculture Commissioner <strong>Adam Putnam</strong> joined in the chorus demanding the shut-down.</p>
<p>But the Senate is moving forward with a separate measure that would regulate the cafés and impose a $100 fee per computer terminal for operators. Estimates of the number of cafés in the state range from 800 to 1,400 but all agree they have mushroomed in the past few years. Palm Beach County commissioners recently <a href="http://www.palmbeachpost.com/news/palm-beach-county-commission-bans-new-internet-cafes-2081402.html" target="_blank">barred new cafés</a> from opening in unincorporated areas.</p>
