Not because he is incapable of doing so; he just did not want to. A budget would have slowed some of he continuous spending. He does repeatedly vote to “waive all applicable budgetary discipline”???? Wish I could be that irresponsible and get away with it! Senator Nelson is on the Senate Budget Committee:

He voted to cut over $700 BILLION from Medicare for today's seniors to pay for ObamaCare for illegals and those who will not work. Bill is not good for or to Florida! Time for Bill to go.
