Honest Services to the people of Lake County has no rewards. Remember no one on earth is perfect we all have human faults. But corruption breeds corruption and those who stand in it’s way pay the consequences for doing so. Just for the sake of comparison let’s take a look at two of Lake County’s Constitutional Officers.

On Tuesday November 2, 1976 Ed Havill was elected Property Appraiser of Lake County Florida.

Three days later on Friday November, 5, 1976 a man named Robert (Bob) Kenneth McKee (who few people in Lake County had heard of at the time) was arrested by the Florida Highway Patrol for Driving under the influence of alcohol, willful and wanton reckless driving accident with injuries. At the time of this accident the man was a part time employee of the Orange-Osceola Counties States Attorney’s Office. One week later on November 12, 1976 Bob McKee was fired by then 9th States Attorney Robert Egan for the DUI arrest. He had only been employed there part time since 9/23/1976. Mr. Egan knew that McKee was trying to go to work at the Orange County Sheriff’s Office and reportedly told McKee to be straight up with them about his recent DUI arrest. Later, it was found that McKee had used the date of birth of 7/14/1942 on the fingerprint card he submitted to the 9th State Attorney to attend the Orlando Police Academy. On Monday November 15th 1976 – Bob McKee was hired by the Orange County Sheriff’s Office as a Public Service Officer.

Three days later on Thursday November 18th, 1976 Bob McKee was terminated from the Orange County Sheriff’s Office for failing to disclose the DUI to the Chief Deputy during an oral interview.
On January 4, 1977 Ed Havill become the Property Appraiser of Lake County Florida.

On January 4, 1977 Bob McKee was drawing unemployment from the Leesburg Unemployment office. Because he was fired from the Orange-Osceola County States Attorney for a DUI and from the Orange County Sheriff’s Office for lying about it. How did he even get unemployment?

On June 10, 1977 Bob McKee was hired by HRS Supervisor Bob Wear. Interesting at the time that Bob Wear lived in Clermont where Bob McKee had lived with his parents since 1971. Interesting that after Bob McKee met and married Bonnie Bentley and moved into her home on Treasure Island; Bob Wear and his wife sold their home in Clermont and become their neighbors on Treasure Island.

Florida Health and Rehabilitative Services Single Intake Supervisor Robert Wear made an employment verification request in an undated letter to 9th Circuit State Attorney Robert Egan. The response provided Mr. Wear with employment dates of 9/23/1976 to 11/12/1976 and disclosed Bob McKee was employed as a part time investigator only. His total pay reported for this period was $885.07. If Mr. Wear had made a more thorough and demanding request for information he would have found McKee was terminated by SA Robert Egan after being charged with a DUI accident with injuries while racing while awaiting entry into the Orlando Police Department Law Enforcement Academy. The actual depth of inquires made by The Florida Department of Health and Rehabilitative Services or Supervisor Bob Wear is not known. The file has been destroyed. However if a comprehensive employment verification had been done at the time the results would have revealed the character of a person certainly not suitable for a government job of authority let alone a juvenile counselor for HRS (now called DCF)

On  2/1/1982 Bob McKee went to work for Skipper Babb the  5th Circuit Public Defender;

The soon to be retiring Public Defender.

Bob McKee career advanced to the 5th Circuit Public Defenders office. Included in his file here is a survey letter from the Florida Division of retirement inquiring about military dates of service. McKee stated he was in the military from 7/67 to 5/69 – (DD-214 DATES ARE 3/13/68 TO 5/3/68 - also in that file he only provides his previous state retirement employers as HRS Counselor using above dates. He did not provide the fake dates of employment for the 9Th SAO or Orange County SO on the retirement inquiry. Again, it is obvious no background investigation was ever done because all this would have turned up.

By January, 1982 Ed Havill had been the Property Appraiser for FIVE YEARS.

On 9/14/1987 Bob McKee was hired by James C. Watkins Lake Clerk of Circuit Court

Again hired without a comprehensive background investigation.

On August 18, 1987 then well known Sentinel Reporter Jim Runnels wrote a story titled

McKee Hired As Special Advisor To Organize Court Clerks Office-
The story starts out McKee is said to be held in high esteem by Lakes Political bosses, including Watkins. Some political officials believe McKee is being groomed for bigger things. By August of 1987 Bob McKee already had over 10 years under his belt here in Lake County. From 6/77 to 1/82 as an HRS Juvenile Counselor and from 2/82 to 9/87 as an investigator and supervisor with Public Defender Skip Babb.

The story said McKee holds a Master of Science degree in Criminal Justice from Rollins College. And is working on a Master’s degree in Public Administration through the University of Central Florida.

Runnels’ story goes on to say McKee came to Lake County” to serve a stint” as a juvenile counselor and supervisor for the Florida Department of Health and Rehabilitative Services Youth Services Division.

Bob McKee left that position to work for the 5th Circuit Public Defender shortly after Skip Babb was elected Public Defender in 1981. In his personnel file McKee provided a state retirement survey with only his previous state employment dates with HRS. (None was provided for 9th SAO or Orange Co Sheriff) He provided military dates of 7/67 to 5/69. Obviously they did not verify this with his DD214 which he also provided to Skip Babb showing dates of 3/13/1968 TO 5/3/1968 (TOTAL 51 DAYS)

Runnel’s also reported before coming to Lake County to work for HRS McKee had worked for the Orange County Sheriff’s Office and the Office of 9th Circuit States Attorney Bob Egan as an investigator, and stated McKee served on the Drug Enforcement and organized crime taskforce while with States Attorney Egan’s office.

Court Clerk Watkins Reorganizes Office
By Jim Runnels of The Sentinel Staff, August 21, 1988

Clerk of Circuit Court Jim Watkins has completely revamped his office, for the first time instituting a hard-line chain of command and removing the titles of several people. The most significant change came in the elevation of Bob McKee, formerly Watkins' executive assistant, to the rank of chief deputy clerk. McKee will handle all day-to-day operations and act as Watkins' liaison with county commissioners. Besides being supervisor over all of the clerk's department heads, McKee also will be the chief of the clerk's executive Division.
James Watkins, Clerk of Court fires Chief Deputy Clerk Bob McKee on 9/1/1992

Law Firm Quits Working For Clerk
By Bill Bond, of The Sentinel Staff, August 26, 1992

Word has it a prominent Tavares law firm has resigned as legal counsel for Clerk of Courts James Watkins after he fired Chief Deputy Clerk Bob McKee 9/1/1992 two weeks ago. In a ''Dear Jim'' letter from the firm of Williams, Smith & Summers, senior attorney Robert Q. Williams cited his long personal friendship with McKee for the firm's decision. Williams wrote: ''Following your visit a week ago in the wake of Bob McKee's termination, I have given a great deal of thought to my continued role as attorney for the office of the clerk.

It was only after James Watkins terminated Bob McKee and he was hired by the BCC that issues involving his lying about education come to light. Then Watkins has Bruce Carroll investigate and call McKee’s former employers and schools. It turned out everything he had provided them from the beginning was a lie!

Bob Mckee goes to work for the Board of Lake County Commissioners on 9/14/1992 as Purchasing Director. Soon he is elevated to Deputy County Manager

Wahl Fires County Corrections Director
Bob Mckee Takes On Multiple New Duties
November 18, 1992|By Gerard Shields of The Sentinel Staff

TAVARES — In an aftershock to a July management shake-up, County Manager Pete Wahl fired his corrections director Tuesday and named former Clerk of Courts administrator Bob McKee as deputy county manager.

Calling the Corrections Department ''seriously top heavy,'' Wahl said Tom Neumayer was fired because of poor communication among jail staff, the failure to reduce jail spending, and an unwillingness to adopt recommended department changes.
The newly sworn five-member Lake County Commission on Tuesday unanimously approved Wahl's recommendations, which are expected to save taxpayers $119,000.
As part of the plan, Wahl will place the Corrections Department in the hands of McKee, 42, who has a master's degree in criminal justice. In addition to Neumayer's firing, two vacancies in the purchasing department will be eliminated.

McKee was fired as chief deputy clerk in August in a restructuring by Lake Clerk of Courts Jim Watkins. When Watkins Assistant Bruce Carroll discovered Bob McKee had lied on many entries on his resume. McKee was then hired as the county's purchasing director in September for $52,000 a year.

By this time Ed Havill has been the Lake Property Appraiser for over Fifteen Years!

January 1993 - Bob McKee Under Fire Over Degree
Records Do Not Back His Claim Of Graduate Work
January 27, 1993|By Gerard Shields of The Sentinel Staff
TAVARES — County leaders are investigating whether Deputy County Manager Bob McKee misrepresented his educational background on his employment application.
The probe was under way this week after former county corrections chief Thomas Neumayer said McKee falsely claimed having a master's degree. Under county employment rules, falsifying information on a county employment application results in dismissal.
McKee listed a master's degree in criminal justice on his employment application in September. A check of school records by Neumayer and county officials showed McKee never received the degree.
1/29/1993- McKee Resigns After His Falsified Degree Revealed
By Gerard Shields Of The Sentinel Staff, January 28, 1993
Deputy County Manager Bob McKee submitted his resignation Wednesday after admitting he misrepresented his education background on his county employment application. McKee, hired by Lake County in October as purchasing director, claimed he had a master's degree in criminal justice from State University of New York in Buffalo. In a letter to County Manager Pete Wahl, McKee acknowledged that although he had taken the graduate courses for the master's degree, he never received the diploma. ''It is time for me to shoulder the entire responsibility and burden of a careless misrepresentation made by me, but which now threatens the integrity of your office and the Board of County Commissioners,'' McKee wrote.
By this time Ed Havill has been the Lake Property Appraiser for over sixteen years!
Bob McKee has been gone from the Lake Clerk’s Office since 9/1/1992 but. James C. Watkins orders a shallow investigation into the resume Bob McKee provided him in 1987 and finds every last entry on the resume is a lie including fake degree’s he provided for education and previous employment dates were lies as well.

Application for Teachers Certificate

In the process of re-applying for Florida Teachers certificate # 623040 to be renewed the FDOE indicated the need for an FDLE-FBI criminal records search to be done. On this application Robert (Bob) Kenneth McKee provided the date of birth of (1/29/1950) applied on the application using current certificate number 623040. The certificate was issued apparently without FDOE employees noticing the discrepancies in the two different dates of birth used by the applicant.

Also at this time, Bob McKee was taken into the fold of the Town of Lady Lake and with the help of his old County Manager Pete Wahl and the political power of the Villages once again Bob McKee went straight to the top. From Lady Lake's director of community development to Town Manager in
Ex-county Official May Take Lady Lake Job
By Frank Stanfield of The Sentinel Staff, April 13, 1993

Former deputy county manager Bob McKee has agreed to become Lady Lake's director of community development. ''He has a wealth of talent and experience,'' said Town Manager John Lynch, who has completed negotiations with McKee on a two-year, $33,000 annual contract. The pact must be approved by town commissioners, who next meet on April 19, and McKee could begin work in mid-May, Lynch said. McKee, 42, of Leesburg, was unavailable for comment Monday. McKee held various government jobs in Lake County for more than 15 years, but resigned as deputy county manager earlier this year in a controversy over his resume.

LESS THAN THREE MONTHS LATER BOB McKEE BECOMES THE TOWN MANAGER-
July 7, 1993| - LADY LAKE- Mayor Assails Vote On Town Manager’s Resignation!
Hokr Says Commissioners Accepted Lynch's Resignation Too Hastily But Did Well In Their Interim Appointment. Mayor Lee Hokr chastised fellow commissioners Tuesday night, saying he was ''extremely disappointed'' with their handling of Town Manager John Lynch's resignation.
Commissioners Yvonne Knudson, Tom Kent and Johanna Perrigo voted unanimously June 25 to accept Lynch's resignation in a hastily called early morning meeting. Hokr and Commissioner Bill Reed were out of town at the time. ''In the past we made sure that we had a full commission when voting on all important issues,'' Hokr said to the overflow crowd at the end of Tuesday night's meeting. But despite Hokr's disappointment, he said the commission should put the matter behind it and move ahead in unity. ''There is one thing this commission did that pleased me during the absence of Bill Reed and myself and that was to pick Bob McKee as the interim manager,'' Hokr said.
Turning to McKee, Hokr said he has seen him working until 6 and 7 at night, and told commissioners McKee's $33,000 annual salary should be boosted by about $10,000 a year because of the added responsibility.
All the while Ed Havill is still the Lake County Property Appraiser.
Another Lady Lake Department Head Resigns
By Frank Stanfield of The Sentinel Staff, October 22, 1993

John Lang has resigned as Lady Lake public works director, the second resignation of a department head since the recent change in town managers. Hired in January 1991 by then-Town Manager John Lynch, Lang had commuted to his home in Vero Beach on weekends. ''The separation from my wife and children, coupled with the sale of the waste-water treatment plant, has made employment with the municipality difficult,'' Lang wrote in his Oct. 15 letter. Lang said Thursday that Town Manager Bob McKee asked him to resign on Friday.

McKee laid low in Lady Lake and made some contacts with the Villages political movers and shakers until the opportunity presented itself to run for the job of retiring long time Tax Collector T. Keith Hall. Then he pounced on it.

In 1996 Bob McKee ran for Lake County Tax Collector and won. He worked himself into the position of Lake’s self anointed Godfather and King maker. It is said no one gets elected to office in Lake County without help from Bob McKee.

When Bob McKee had the new offices built for himself and Ed Havill in front of the parking garage he took the liberty to order new furniture for Ed Havill’s office. Havill told McKee he didn’t need any new furniture. Contempt of the self anointed Godfather led to Bob McKee beginning to plan the demise of Ed Havill. If Bob McKee can’t control them they have to go.

The people of Lake County set back and let Bob McKee and his band of well connected criminals oust Ed Havill. A man who was never perfect but a man who has served the taxpayers for 36 years. A man who helped us get the SAVE OUR HOMES AMMENDMENT which has helped to eliminated seniors being taxed out of their homes. The portability of the homestead which allows us to take our benefits when we sell and move within Florida was the results of the efforts of Ed Havill.

So, Ed Havill got sick and tired of the shenanigans of Charlie Crist, Jim Greer and Carey Baker just to mention a few and the corruption within the Republican Party of Lake County and the state of Florida in 2010 and changed his long standing Republican registration in to No Party Affiliation. It was a statement that many honest, moral Republicans made or wanted to make. Naturally being a savvy politician he knew when he ran again g he would have to change back to Republican and he did.

So, the well connected corruption of Bob McKee within the Republican Party of Lake County showed him who was the boss. Unlike the old Ed Havill when he learned earlier this year that Sheriff Borders had his employee’s getting cards signed for both Borders and Baker while at work and in government buildings and vehicles; he replied to that friend “If what they are doing are being forced, I think that when they vote ( in private ) they will be upset about being forced, and they will probably go with me.” At the same time he acknowledged that he knew Bob McKee and his friends had a way of fixing the outcome of the elections; he just refused to believe McKee would do that to him.

They simply used those funky little vote flipping chips invented by Clint Curtis for Jeb Bush and Tom Feeney and POOF the Tallahassee insider Carey Baker was a winner. At the same time their corrupt morally challenged sheriff and the Tavares courthouse mafia choice for Public Defender and a few more ethically challenged persons won the peoples jobs or the right to run in the General Election against another party candidate without most of the people even having sense enough to realize what they done right before their eyes. What they done to Ed Havill they will do to Emogene Stegall in November. Margie Eaton is the chosen one to replace her.

Some of these candidates might have been able to win on their own but, with all the truthful stories about the Lake Sheriff and the controversial shooting of an innocent man that come out and the long term history of the public service of Ed Havill always putting the people of Lake County first, there is no way these two races were not fixed by Bob McKee and his friends. If you think they won’t use the same programs to save Jeb Bush’s other friend Jimmy Conner you are sadly mistaken.

Jeb Bush made it against the law to count the paper ballots so the people would be forced to accept the computer tally. Criminals setting up the criminal empires for their friends and followers, destroying and throwing the good, honest to stand in their way to the side like trash.

It is past time the people get their heads back in the daylight and stop these criminals from operating their criminal empires on our money, in our buildings and driving our vehicles.

Now, Ed Havill is gone and Bob McKee is still the Lake Tax Collector. The people of Lake County don’t even know who he is, what his real date of birth is or why he would lie about his dates of birth and education. What is he running from in Long Island New York that would make a man tell so many lies? If the people of Lake County are content with letting him run our county and fix our elections like the mob boss he claims to be; the least we can do is find out just who in the hell he really is.

The most significant change came in the elevation of Bob McKee, formerly Watkins’ executive assistant, to the rank of chief deputy clerk. McKee will handle all day-to-day operations and act as Watkins’ liaison with county commissioners. Besides being supervisor over all of the clerk’s department heads, McKee also will be the chief of the clerk’s executive Division.

In a ”Dear Jim” letter from the firm of Williams, Smith & Summers, senior attorney Robert Q. Williams cited his long personal friendship with McKee for the firm’s decision. Williams wrote: ”Following your visit a week ago in the wake of Bob McKee’s termination, I have given a great deal of thought to my continued role as attorney for the office of the clerk.

It was only after James Watkins terminated Bob McKee and he was hired by the BCC that issues involving his lying about education come to light. Then Watkins has Bruce Carroll investigate and call McKee’s former employers and schools. It turned out everything he had provided them from the beginning was a lie!

Calling the Corrections Department ”seriously top heavy,” Wahl said Tom Neumayer was fired because of poor communication among jail staff, the failure to reduce jail spending, and an unwillingness to adopt recommended department changes.
The newly sworn five-member Lake County Commission on Tuesday unanimously approved Wahl’s recommendations, which are expected to save taxpayers $119,000.
As part of the plan, Wahl will place the Corrections Department in the hands of McKee, 42, who has a master’s degree in criminal justice. In addition to Neumayer’s firing, two vacancies in the purchasing department will be eliminated.

McKee was fired as chief deputy clerk in August in a restructuring by Lake Clerk of Courts Jim Watkins. When Watkins Assistant Bruce Carroll discovered Bob McKee had lied on many entries on his resume. McKee was then hired as the county’s purchasing director in September for $52,000 a year.

January 1993 – Bob McKee Under Fire Over Degree
Records Do Not Back His Claim Of Graduate Work
January 27, 1993|By Gerard Shields of The Sentinel Staff
TAVARES — County leaders are investigating whether Deputy County Manager Bob McKee misrepresented his educational background on his employment application.
The probe was under way this week after former county corrections chief Thomas Neumayer said McKee falsely claimed having a master’s degree. Under county employment rules, falsifying information on a county employment application results in dismissal.
McKee listed a master’s degree in criminal justice on his employment application in September.
McKee, hired by Lake County in October as purchasing director, claimed he had a master’s degree in criminal justice from State University of New York in Buffalo. In a letter to County Manager Pete Wahl, McKee acknowledged that although he had taken the graduate courses for the master’s degree, he never received the diploma. ”It is time for me to shoulder the entire responsibility and burden of a careless misrepresentation made by me, but which now threatens the integrity of your office and the Board of County Commissioners,” McKee wrote.

Ex-county Official May Take Lady Lake Job
By Frank Stanfield of The Sentinel Staff, April 13, 1993

Former deputy county manager Bob McKee has agreed to become Lady Lake’s director of community development. ”He has a wealth of talent and experience,” said Town Manager John Lynch, who has completed negotiations with McKee on a two-year, $33,000 annual contract.
July 7, 1993| – LADY LAKE- Mayor Assails Vote On Town Manager’s Resignation!
Hokr Says Commissioners Accepted Lynch’s Resignation Too Hastily But Did Well In Their Interim Appointment. Mayor Lee Hokr chastised fellow commissioners Tuesday night, saying he was ”extremely disappointed” with their handling of Town Manager John Lynch’s resignation.
Commissioners Yvonne Knudson, Tom Kent and Johanna Perrigo voted unanimously June 25 to accept Lynch’s resignation in a hastily called early morning meeting. Hokr and Commissioner Bill Reed were out of town at the time. ”In the past we made sure that we had a full commission when voting on all important issues,” Hokr said to the overflow crowd at the end of Tuesday night’s meeting. But despite Hokr’s disappointment, he said the commission should put the matter behind it and move ahead in unity. ”There is one thing this commission did that pleased me during the absence of Bill Reed and myself and that was to pick Bob McKee as the interim manager,” Hokr said.
Turning to McKee, Hokr said he has seen him working until 6 and 7 at night, and told commissioners McKee’s $33,000 annual salary should be boosted by about $10,000 a year because of the added responsibility.

”The separation from my wife and children, coupled with the sale of the waste-water treatment plant, has made employment with the municipality difficult,” Lang wrote in his Oct.
