I believe the SAVE system has been around since at least the early 1990s to determine if a social security number (SSN) presented by an individual requesting services such as food stamps or aid to dependent children (or whatever it is caused now) is a valid number, along with the name and date of  birth associated with the SSN.

The problem the Governor may have is that verification of SSNs using SAVE is available to state agencies providing various services to FL residents and citizens; but not the voting registrars who register people to vote.

The Florida Division of Elections says that people who want to register to vote must be a citizen, be a citizen of the United States, be a Florida resident, be at least 18 years of age, not be have been convicted of a felony without having civil rights restored. The individual requesting to be registered must also provide a valid FL ID card or drivers license, or the last four digits of their social security number.

Florida laws and statutes do not require people registering to vote to present actual proof of U.S. citizenship via birth certificate or naturalization certificate, or to provide the full social security number. In short, they have no proof of citizenship because they never require it. I don’t think there is anything stopping Florida from passing new legislation to include actual verification of citizenship, other than that they don’t really want to do so.

Adding insult to injury is the Federal government has actual proof of citizenship of individuals for a small subset of the total electorate that is primarily limited to those who applied for visas to legally enter the U.S., applied for U.S. passports, requested security clearances, or who contacted various agencies of Homeland Security or were apprehended by various agencies of Homeland Security.

The Governor, who hates big government, intrusive government, and over-reaching government has no difficulty demanding that the federal government do something the federal government cannot do, and that Florida does not want to do.</description>

Close races could be a ever present danger in even the most minor of municipal elections, specifically in states with millions of illegal aliens like the Sanctuary state of California, Nevada and New York. Absentee ballots are particularly vulnerable as nobody has to arrive at the voting booth in person, but is counted from a piece of paper that can be forged.  This November will be extremely notable election for President, as it means the loss of our sovereignty under Obama, and his administration ignoring the doctrines of the U.S. Constitution.  Americans must insist on strict oversight of the voting booth, as many states have no serious restrictions during the election cycle. This is not voter repression that the special interest organization likes to crow about, but the growing need for voters to possess some form of government ID, so all those eligible have a fair and equitable right to vote.</description>
