If you ask the private business sector how to protect the people exposed, you'll find a better answer than just "the state" doing it. People move in & out of Florida daily. So check the Fla records but how will you check every other state as well. When you are done with that, start checking again based on every different last name they have every had. Maiden names, married names, hyphenated names, re married names, legally & illegally changed and dont forget Nick names too.
